Deployment of package was blocked by AppLocker

Problem:

No start menu popup, cannot use search

Cannot run "Start ms-settings:" or any other setting menu

Occurs with brand new user accounts

Errors

Deployment of package "AppXPackage" was blocked by AppLocker.

Solution

Create AppLocker folder in %windir%\System32
